Paul Wilson has twenty years’ involvement with the Internet, including over ten years’ experience as the Director General of APNIC. As part of this current role, he represents the activities and interests of the Asia Pacific Internet community in local and global forums related to the development and management of the Internet.

Previously the Chief Executive Officer of Pegasus Networks, the first private ISP established in Australia, Paul also acted as a consultant to the United Nations and other international agencies. As a primary consultant on Internet projects, including the PAN Program with the International Development Research Centre (IDRC), Paul helped to introduce Internet services for the first time in several developing economies.

Paul is a highly respected member of the global Internet community and participates in the following organizations: APIA, APNG, ISIF, NRO, ISOC and dotAsia.

吳增峰於台灣高科技產業擁有逾20年資歷。在加入思科之前，吳增峰曾任職於美商天睿資訊 (Teradata) 擔任台灣區總經理，並深耕電信、金融、及製造業，交出傑出的成績單並成功擴展業務領域。除此之外，他曾於不同公司如戴爾 (Dell)、昇陽電腦 (Sun Microsystems) 及惠普 (HP) 擔任要職，屢屢在企業成長及市占率提升方面都有逾越目標的亮眼表現。
吳增峰擁有國立政治大學企管學士學位，及美國愛荷華州立大學電腦科學碩士學位。吳增峰目前主要位於台北，並直接對思科大中華區主席兼首席執行官陳仕煒負責。

Frank Wu is general manager, Taiwan, to oversee strategy and field sales operations. Wu plays a key role in maximizing growth opportunities in Taiwan with a focus on accelerating Cisco’s leadership across five priorities: routing, switching and services; collaboration; data center virtualization and cloud; video; and architectures for business transformation.
Frank Wu joined Cisco in 2011. Prior to that, he has over 20 years of experience in the Taiwanese high-tech industry. In the past 10 years he has served in key management roles with major players such as Dell, Sun Microsystems and HP, demonstrating a strong track record and exceeding targets in both business growth and market share gain. Most recently, Wu was the general manager of Teradata Taiwan, with a strong focus and notable success in expanding key accounts in the telecom, financial and manufacturing industries.
Wu has an MSc in Computer Science from Iowa State University in the United States, and holds a BA in Business Administration from National Chengchi University in Taiwan. Wu is based in Taipei and reports directly to Owen Chan, chairman and CEO, Greater China Theater, Cisco.

MAEMURA Akinori is currently the General Manager of the InternetDevelopment Department at the Japan Network Information Center (JPNIC).

Akinori began his career in the Internet industry in 1994, designing anation-wide IP network operated by the NEC Corporation. Since then he has been involved in the Japanese Internet Community as a founding member of the steering committee of JANOG (Japan Network Operators Group) and JPNIC activities in its IP address management business as a committee member and the Trustee-in-charge. After working for the France Telecom Group seven years from 2000, he joined JPNIC as General Manager, Internet Development Department.

Akinori has been a member of the APNIC Executive Council since 2000, a visiting research fellow for GLOCOM (Center for Global Communication of the International University of Japan) since 2007, a part-time lecturer at Reitaku University since 2007, and Chair of the Publicity Working Group of the Task Force on IPv4 Address Exhaustion, Japan, since 2008.

Keshav Dhakad is a Senior Attorney & Regional Director of the Microsoft Digital Crimes Unit (DCU), Asia, based out of Singapore. Keshav supervises the initiatives and strategies in the Asia region related to malicious software crimes, cyber-threat intelligence collaboration, trusted cloud, cybercrime & cybersecurity outreach, IT supply chain compliance and intellectual property law. 陳建和先生在1993年加入IBM日本公司，目前是IBM全球資訊科技服務事業部的首席架構師。他主要的任務是提供大企業及跨國公司IT基礎建設科技服務，内容包含網路、雲端計算以及支持混合雲環境的基礎建設。在過去23年裏，他的業務範圍涵蓋全球各地的金融，製造，通訊，智慧城市等不同業務環境。他専長以咨詢方式了解客戸的業務需求，然後在架構規劃的過程中幇客戸選択最適合的技術，並執行設計及建置。他在2014年入選為IBM Academy of Technology會員，曾先後担任SDV/NFV， IoT， FinTech，Mobile Games等與網路息息相關的産業解決方案的技術指導工作。

Kenwa Chin joined IBM Japan in 1993, he is now the Chief Architect for key global clients in IBM Global Technology Services. Kenwa has deep infrastructure expertise in the Networking, Cloud and Hybrid IT space. He has 23 years consulting, architecting and implementation experience in industries of financial services, manufacturing, telecommunication and Smarter Cities around the globe. He specializes in IT infrastructure architecture with particular focus on aligning technologies with industrial IT requirements to support growth of clients’ business. Kenwa was elected as a member of the IBM Academy of Technology in 2014. Since then, he mentored development of industry solutions such as SDN/NFV, IoT, FinTech and Mobile Games.

Professional Experience

2011-now
Kenwa is the technical advocate of IBM global IUN (Intelligent Utility Network) engineer team in Asia Pacific. He supports development and delivery network solutions, such as wireless, MAN, IPv6 for Smarter Cities and Smarter Energy area.

2012-2014
Kenwa led several projects for global manufactures who want to rebuild their global networks and data center networks, which can reduce cost and support future IT initiatives, such as cloud based IT services, software defined environment and collaboration workplace tools.

2008-2012
Kenwa managed a large engagement for a major financial institution in Japan, in which his team developed a WAN architecture using latest network virtualization technology and carrier services to construct a physical network that can accommodate different logical partitions running separate operations for different subsidiaries. This particular WAN architecture was reused by other clients in manufacture and financial sectors for WAN and campus networks. It allows less investment with more efficiency while adding, deleting and changing network configurations. Kenwa also led many server consolidation and data migration planning projects by using analytical approach through assessing network characteristics of current applications and infrastructure. His recommendations pinpointed performance issue during migration process and then contributed to key decisions on infrastructure designed for optimizing investment.

2003-2010
Kenwa led project teams for companies with global presence. He developed their global network strategy and redesign their worldwide corporate intranet. The client accepted the recommendations developed during the project and totally replaced their original network to the new design resulting in greater network efficiencies and availability.

1994-2003
Kenwa has led many large and successful engagements for major finance, telecommunication, and manufacturing around the Asia Pacific. This has often involved working with the clients to clarify the requirements and developing clear definitions for the target solutions. He helped his clients to clearly identify network requirements and influenced on architectural decisions during assessment and design processes, which improves availability, scalability of infrastructure and also provides flexibility to support business growth..  

Education and Personal History

Kenwa received his Master of Computer Science degree from Keio University in Japan, 1993. Since he joined IBM Japan, he has published 3 technical papers in technical community and then released to public for client’s reference. Due to his outstanding technical achievements, he received numerous IBM awards, including two Outstanding Technical Achievement Awards (OTAAs). He also has two patents in network area.

Kenwa speaks fluent Chinese, Taiwanese, Japanese and English due to his family background and business experience.

Kenwa has deep expertise in the Integrated Communication & Network space, he has 23 years consulting, architecting and implementation experience in financial, manufacturing, communication and distribution sectors. 王定愷先生具有豐富的上市、上櫃公司董事會、派駐海外以及美商跨國企業的全球行銷與營運管理經驗。經歷職務包括科技公司董事長，上市、上櫃公司董事、獨立董事，政府、公會顧問以及智原科技董事長宣明智特別助理等。任職美商Intel十餘年，擔任亞太地區業務總監，負責統領亞太區品牌事業，後被任命為Wimax辦公室總監，與兩岸產官學研各界在通訊領域有深入的合作。王先生亦擔任台北電腦公會顧問、經濟部通訊產業發展推動小組顧問多年，對於資、通訊產業生態與兩岸通訊產業合作與發展有深入的了解。近年來致力推動行動運算與物聯網的跨產業整合與創新應用發展。2013年初獲經濟部之邀請，代表臺灣首次參與共有17個會員國的亞太資通訊聯盟與創新競賽(APICTA)擔任執行委員/評審，同時也經常應邀參與國內外各項app與創新應用競賽之輔導與評審工作，並擔任經濟部技術處相關科專案件的審查委員。王定愷先生現為宏碁公司自建雲應用事業單位總經理，主要業務包含雲端服務、物聯網以及大數據之應用。

Mr. Wang possesses extensive board level experience as board member and independent director of public listed companies. He too has rich international sales, marketing and operational experience of Multi-National Companies as executive at Intel in Asia Pacific region and ADI Corp. in Europe. He also holds several roles as consultant for the government – Ministry of Economic Affairs and Taipei Computer Association (Computex host) for ICT industry policy making, industry advancement and Taiwan-China telecomm industry cooperation.
Both IT and telecomm expertise, outstanding sales records and international management experience providing strategic foundation for Mr. Wang continue carries on his leadership into the emerging mobile computing and IoT world. He has been driving cross-industry cooperation and end-to-end enabling for cloud computing among operators, data centers, smart handheld devices, apps, new usage and business model development in the area of health, telemedicine, first responder communication, open data and security in recent years both for the government and private sectors. Professor Zsehong Tsai

Zsehong Tsai received his B.S. degree in electrical engineering from National Taiwan University (NTU), Taipei, in 1983, and the M.S. and Ph.D. degrees from the University of California, Los Angeles, in 1985 and 1988, respectively. During 1988-1990, he worked as a Member of Technical Staff at AT&T Bell Laboratories. Since 1990, he has been with the Department of Electrical Engineering and Graduate Institute of Communication Engineering of NTU, where he is currently a professor.

Dr. Tsai has been active in Telecommunication deregulations since Taiwan started the liberalization process of its telecomm market. Since 2004, he has become an independent director of CHT. During 2004-2006, he also served as the Deputy Executive Secretary of STAG(Science and Technology Advisory Group) of the Executive Yuan. Starting at 2009, he became the Deputy Executive Officer of the Networked Communication Program of NSC.

康崇原先生從1987年起即服務於中華電信，目前擔任中華電信數據分公司網際網路處處長一職，數據通信分公司是中華電信提供網際網路服務的部門，也是臺灣最大ISP (HiNet) 的營運單位。康處長負責HiNet整體IP網路規劃、設計、建置及維運，提供4百萬臺灣客戶連接Internet。
康處長1987年畢業於國立交通大學，獲得電信工程碩士學位，並於2009年取得國立臺灣大學MBA管理碩士學位。

Mr. Kang has been working for Chunghwa Telecom, the leading telecom service company in Taiwan, since 1987. Currently, he is the managing director of Internet Services Department of Data Communication Business Group(CHT-D in short). CHT-D, the ISP branch of Chunghwa Telecom, is running the biggest ISP(HiNet) business in Taiwan. He is responsible for planning, designing and implementing the whole IP network to link 4 millions of Taiwan people and Internet.
He received his B.S. and M.S. degrees in communication engineering from the National Chiao Tung University, Hsin Chu, Taiwan in 1987.
He also got MBA degree from National Taiwan University in 2009.
