Geoff Huston is the Chief Scientist at APNIC, where he undertakes research on topics associated with Internet infrastructure, IP technologies and address distribution policies. From 1995 to 2005 Geoff was the Chief Internet Scientist at Telstra, where he provided a leading role in the construction and further development of Telstra's Internet service offerings, both in Australia and as part of Telstra's global operations. Prior to Telstra, Mr Huston worked for the Australian National University, where he lead the initial construction of the Internet in Australia in the late 1980's as the Technical Manager of the Australian Academic and Research Network.

He is the author of a number of books on IP technology and has authored numerous papers and columns. He was a member of the Internet Architecture Board from 1999 until 2005 and served as its Executive Director from 2001 to 2005. He is an active member of the Internet Engineering Task Force, where he currently chairs two Working Groups. He served on the Board of Trustees of the Internet Society from 1992 until 2001, and served a term as Chair of the Board in 1999. He has served on the Board of the Public Internet Registry and also on the Executive Council of APNIC. He chaired the Internet Engineering and Planning Group from 1992 until 2005.

As APNIC's Services Director, George is in close contact with the regional Internet community. Taking control of APNIC's front-line contact with APNIC Members offering assistance and solutions to their Internet resource needs, provides George and his teams with a unique perspective on the community's concerns, issues and challenges.

As Services Director, George oversees both the APNIC Member Services Unit and Registration Services Unit. These Units provides essential services, assistance, and technical solutions to both APNIC Members and the broader Internet community. This includes serving as the ultimate resource for the APNIC Helpdesk; developing, maintaining, and improving APNIC's online Internet resources management tool, MyAPNIC; and implementing policy changes.

George joined APNIC in 2000 as an Internet Resource Analyst serving the Asia Pacific region including the economies of Japan, Singapore, China, Taiwan, and Hong Kong. Together with the APNIC Training team, he also conducted training courses in these and nearby regions.

Before joining APNIC, George provided system administration and network support for Zupps Group and worked in a supervisory role in the hospitality industry.

Izumi Okutani performs Policy Liaison at JPNIC. She has over thirteen years of expertise in coordination with number resources in Japan and wider Asia Pacific region on number resources management policies.

Izumi is familiar with the mechanisms of forums such as JPOPM, JANOG, APNIC, ARIN, NANOG, RIPE and ICANN through her regular participation, which vary geographically and in its participant groups.

She works closely with communities both within Japan and globally through her roles:

• She has served as NIR SIG Chair from 2005-2013
• She is serving as Co-Chair of ISOC Advisory Council, a member of the Multi-stakeholder Advisory Group (MAG) of Internet Governance Forum (IGF) and the Chair of the CRISP Team.
• She is also an active member of JANOG internationalization (i18n) team.

Thuy holds a Master degree in Electronics and Telecommunications industry from Hanoi University of Science and Technology.

After graduating, she had two years working for Hanoi Radio – Television Unit. She joined Vietnam Internet Network Information Center (VNNIC) in 2002.

She had 16 year experience in Internet resources (IP, ASN, “.vn” cctld) management. Her responsibility is in charge of .VN ccltd, Internet address and ASN management within Vietnam; She has been involved in Internet resources management policy developing since she joined VNNIC in 2002. She has been actively worked on promotion and deployment of IPv6 in the local community. She is the author of the book “Introduce about the new version Internet address – IPv6” which is published by VNNIC in 2005. With colleagues in VNNIC, she had setup a IPv6 training course which had been used for ISPs and community in IPv6 promotion program. Thuy is a member of the Vietnam National IPv6 Task Force.

饒仲華(Herman Rao)先生於2008年2月起擔任網路暨技術事業群之執行副總經理，負責行動、寬頻、數據網路建置及維運。饒仲華先生於1997年加入遠傳擔任協理一職，負責技術研發、網路架構、服務平台開發；2000年擔任副總經理，負責服務網路建置及維運，M-Taiwan計劃及WiMAX專案與建置。並曾兼任台北遠東通訊園區（Tpark）營運長，負責規劃位於板橋之電信專業園區。 饒仲華先生畢業於國立台灣大學機械工程學系，之後取得美國亞歷桑那大學電腦科學工程博士學位。加入遠傳之前，饒仲華先生曾服務於貝爾實驗室擔任資深研究員及AT&T Wireless國際部研發協理，擁有多項通訊技術專利，並曾在國立清華大學及國立中正大學擔任兼任副教授。

Mr. Herman Rao, currently Executive Vice President of Network & Technology Division, is responsible for the development and operation for mobile, broadband networks and ISP. He joined FarEasTone in 1997 as the director in charge of technology research & development, network architecture, and service platform & deployment. In 2000, Mr. Herman Rao was appointed Vice President of FarEasTone. He had also served as COO of FEG Tpark. Mr. Herman Rao has extensive industry experience in telecommunications and data communications. Prior to joining FarEasTone, Mr. Herman Rao had worked as a senior researcher at Bell Labs and Research Director at AWS (AT&T Wireless) for ten years, with as many as ten US patents under his belt. Mr. Herman Rao was also an associate professor at National Tsing Hua University and National Chung Cheng University. Mr. Herman Rao holds a doctorate degree in Computer Science from University of Arizona and a bachelor of science in Mechanical Engineering from National Taiwan University.

Mr. Kuo Ching-Chuan graduated from the National Taiwan Institute of Industrial Technology in 1990 with a master's degree in electrical engineering. He joined Chunghwa Telecom after that. Currently, he is the Deputy Managing Director of Internet Division of Chunghwa Telecom's data division. Data Communication Branch is the department providing Internet services to Chunghwa Telecom and the operating unit of Taiwan's largest ISP (HiNet). 4 million Taiwan customers connect to the Internet. Mr. Kuo is responsible for the planning, design, construction and maintenance of HiNet's IP network. He is also involved in e-Taiwan, M-Taiwan and i-Taiwan projects.

盧祖耀先生目前擔任遠傳電信網管暨服務管理工程處資深協理. 在領導網路暨方案規劃整合處期間, 帶領團隊建置4G核心網路系統，並且成功的支援公司將4G網路系統提供商業運轉。

盧祖耀先生擁有超過十八年的行動網路創新服務技術開發的經驗。他於1997年加入遠傳電信後，主要的負責項目為開發並且維運所有的行動 網路的加值服務及基礎建設。

在他的帶領下，遠傳電信成為第一個利用『非結構化增值 服務資料』（Unstructured Supplementary Service Data）技 術在台灣提供即時金融資訊服務以及行動虛擬私有語音服 務（Mobile Virtual Private Network） 的行動網路業者。另 外，在行動寬頻服務時代來臨後，他同時也幫助遠傳電信 建立了『通用網路互連平台』（Common Peering Platform） 將遠傳電信的固定網路以及行動網路 IP 訊務利用此一整合 性的平台來與網際網路互連並提供服務。

Mr. Kang has been working for Chunghwa Telecom, the leading telecom service company in Taiwan, since 1987. Currently, he is the managing director of Internet Services Department of Data Communication Business Group(CHT-D in short). CHT-D, the ISP branch of Chunghwa Telecom, is running the biggest ISP(HiNet) business in Taiwan. He is responsible for planning, designing and implementing the whole IP network to link 4 millions of Taiwan people and Internet.
