Dr. Yuntsai Chou is, graduated from George Washington University, U.S.A, the Chairwoman of Research, Development, and Evaluation of Commission, Taipei City Government and Associate Professor of Social Informatics in Yuan Ze University. Since the graduate school, her research focus includes telecommunications policy, network economics, broadband regulations. Dr. Chou also serves several non-paid positions, such as the member of the Regulation Group in National Communication Commission (NCC), Proficient of E-commerce in National Information and Communication Initiative Committee of Executive Yuan, and Consultant of E-government to Research, Development and Evaluation Commission of Executive Yuan, advising the central government on the issues of information policy.
