翁秋平先生目前擔任台北市電腦公會顧問。歷任台灣電力公司股長，財政部金融資訊中心（現為財金資訊公司）協理，資訊工業策進會顧問工程師/副處長，數位聯合電信股份有限公司（Seednet）副總經理/董事。
廿年以來，在通信暨網路產業具有豐富之實戰經驗，曾歷技術研究、產品開發、網路服務等各類工作如下：
1. 推動Seednet 撥接服務，IDC 、VoIP、Dial-up、網路傳真等各項業務之發展及行銷業務，建立該公司民營第一大ISP市場地位。
2. 於Seednet草創時期，帶領軟體團隊自行開發MIS與帳務、客戶服務系統之規劃及發展，建立該公司Backoffice服務基礎。
3. 於1992年代，於網際網路風雲初起時，帶領開發WinSpan TCP/IP網路套裝軟體產品規劃、開發及行銷至日本及美國。
4. 1990年代在資策會擔任與工研院、電信研究所合作開發之ISDN/PABX研究發展計畫。
5. 1985年代在金資中心(現為財金網路公司)，負責銀行跨行網路規劃，協助完成銀行踦行ATM共用及匯款規格研訂、網路互聯規格、系統互聯。
