IPv6 Forum Taiwan
成立大會適逢TWNIC
年度盛會於四月十日至十二日假福華國際文教會館聯合舉辦。三天的議程共吸引約三百名對IPv6及DNS技術有興趣的人士前來參加，會議參與情況熱絡，IPv6
議程幾乎場場爆滿。
會議第一天為
DNS 及
IPv6 教學，其中IPv6
教學由東華大學趙涵捷教授及中華電信研究所陳錦洲博士擔綱。二位台灣IPv6先進以深入淺出的方式介紹IPv6
的來由、標準、功能、國內外發展狀況、位址核發方式等。在三小時的課程之後，相信學員對IPv6能獲得一個初步但廣泛的認識。
第二天的會議由
IPv6 Forum Taiwan
成立大會展開序幕。大會現場除了蔡政務委員、工研院電通所所長及TWNIC董事長等國內網路通信界重要人士參與並致詞外，主辦單位亦邀請國外重量級IPv6專家與會，而其中最受矚目的為現任國際IPv6
Forum 主席
Latif Ladid。

先生在百忙之中專程由盧森堡搭機前來台灣見證
IPv6 Forum Taiwan
的成立，並發表演說，可見他對台灣地區
IPv6 發展的重視及期待。事實上
Latif
本次為第四次來台，九○年代中期便曾來台與宏碁及友訊科技等公司洽談採購及合作事宜，並對台灣高科技產業瞭解頗為深入。談到台灣在IPv6發展的契機，Latif
認為以台灣網路相關設備產業尤其是WLAN的厚實基礎，絕對有條件及機會成為世界上第一個全面普及IPv6的國家。Latif
在開幕專題演講

IPv6: Vision or Illusion)
中還特別針對另一個解決IPv4位址不足的技術-NAT，提出精辟的見解，認為NAT是捨本逐末的作法，不過延緩IPv6時代的到來，花費在NAT上的研發技術最終仍是浪費。提及美國政府遲遲不願投入IPv6領域的情況，Latif
以溫水中的龍蝦嘲諷美國及部分反對IPv6的人士，對
IPv6
的不知不覺，終將因此喪失未來網際網路領先之地位（當然美國延緩IPv6發展，或有其策略考量，可是其他國家如果仍無遠見，將注定只是網際網路之配角而已）。[參考:

成立大會中另外一項重要的畫面便屬「IPv6產業研發聯盟」的簽署儀式。在工研院電
通所的號召下，八家廠商（HiNet、亞旭、星通、智捷、友訊、智邦、東森寬頻電信、上元）代表上前同步簽署合作意願書，宣示投入IPv6領域的決心。這是一個產業界支持我國將IPv6列為國家網路基礎建設，很重要的一個象徵。未來透過IPv6
Forum Taiwan之各領域（Area）及工作小組(Working
Group)之討論，整合產官學研各界之資源，為我國打造成為IPv6產品發展及應用領先國家，是指日可待的。
下午的另一場專題演說的主講人為
Ericsson 網路核心產品總經理 Dr.Pau。對台灣目前IPv6的發展，Dr.Pau
扮演著頗為重要
的推手角色。去年(2001)八月行政院科技顧問組主辦的第十一次電子、資訊與電信策略(SRB)會議中，Dr.Pau即為受邀之國外科技顧問之一。當時他便指出IPv6的重要性，並以科技顧問的身份強力建言台灣應及早投入IPv6的部署。半年後他再度來台，親身參與台灣IPv6史上重要的時刻，相信Dr.Pau一定能夠感受到政府及民間對他去年所提建言的重視程度。[下載:

除了Latif

Dr.Pau，另外二位受邀的外賓皆來自日本。Takashi
Arano 去年才由
NTT 轉任AGC
(Asia Global Crossing)，Kosuke
Ito 則是被日本
IPv6 Promotion Council
借調自Canon
的R&D工程師。Arano
及
Ito 自2000
年起便積極投入IPv6領域，除了至全球各地推廣IPv6、分享日本經驗外，並代表亞太地區IP位址註冊機構（如APNIC、TWNIC、--…等）提出全球IPv6位址分配管理原則。在網際網路一向由白人主導的情況下，Arano
及
Ito
代表亞太地區爭取權益，並積極促成區域合作（如成立
Asian IPv6 Task Force）已使得他們二位漸漸受到世界各國
IPv6
人士的重視。
Arano
在第二天及第三天的會議中分別發表了對IPv6
商機的看法及日本ISP
在IPv6
的發展現況。他指出，IPv6
的投資雖然免不了在初期花上一筆費用，但業者投資後所產生的經濟效益足以彌補首次投資的花費。與其繼續在現有環境下投資加強或解決IPv4
在位址空間、安全性及移動性等的問題，不如一次投資建置IPv6網路以取得完整解決方案。[下載:

研討會第二天下午由東華大學趙涵捷教授所主持的
IPv6 座談會乃台灣首次以
IPv6
為主題所舉辦之座談。台上台下討論熱烈、爭相發言，有時針鋒相對，有時互相支援，精彩程度不亞於時下流行的電視座談節目。藉由討論，台上的專家學者（多為IPv6推動者）更能瞭解台下廠商、業者的疑慮，台下的與會人士也更清楚IPv6的價值。IPv6
的全面推廣需由民間及政府合力進行，此類座談會拉進彼此距離，對未來政策的擬定具有一定的影響力。
第三天的會議由行政院
NICI IPv6
推動工作小組工作報告及未來計畫開始。NICI
為台灣最高資訊、通信單位，2001
年10月在電信總局、TWNIC
的協助下成立IPv6
推動工作小組，並將IPv6推動計畫納入行政院
e-Taiwan
六年國家建設計劃中，預計在民國 96
年，台灣地區將完成全面
IPv6
的建置。
在代表台灣官方的
NICI IPv6
推動工作小組報告之後，緊接著 Ito
代表日本IPv6
Promotion Council
報告發展近況。日本政府投資鉅額經費日幣 80
億，傾全力推廣
IPv6，目前已經有一千餘個IPv6
相關活動及產品計畫。另外，日本還在國內成立了五個
IPv6
展示中心，並於日前完成世界首次以 IPv6
傳遞的現場演唱會。[下載:

研討會順利的結束，台灣首次的IPv6研討會就此成功落幕，不過這只是個開始。IPv6的萌芽階段需要更多的灌溉與呵護，我們期待大家更熱烈的參與。

Latif Ladid has worked in various
managerial and marketing positions at Nixdorf Computers in
Germany, and Hewlett-Packard in the Middle East, as International
Sales Manager at ComputerLand Europe in Luxembourg, and as
Managing Director of ComputerLand Switzerland. From 1992 to 1998,
he was with the Canadian Internet and internet-working specialist,
DEVELCON, where he served as Vice President of Sales and Business
Development. In 1998, Latif joined
IPv6-pioneer
Telebit Communications A/S as Vice President, Sales EMEA. In June
1999, Ericsson acquired a major share in Telebit, creating
Ericsson Telebit A/S.

Dr. L-F Pau is General Manager since 1995 of Ericsson Core
Network Development Unit which handles all Ericsson network
infrastructure platforms . He is also on the staff of L.M.Ericsson
Corporate technology for data communications, IP and
microelectronics . Previously , he has Technical Director of
Digital Equipment Europe .
Takashi Arano

Takashi Arano received Master of Science from the University of
Tokyo.
Since 1996, he had lead NTT’s Internet department as a chief
engineer. He designed an initial network of OCN, which is now one
of the biggest Internet providers in Japan. He was also involved
in a wide range of strategic planning
from
peering to M&A.
In August, 2001, he moved to Asia Global Crossing, Ltd as Regional
Director of Service Development & Operations. He is now in charge
of engineering and operations for advanced network services such
as VPN, VoIP and IPv6.
In the last five years, he has contributed to the Internet society
in various ways,by taking positions of Vice Chair of ICANN ASO
Address Council (1999-), Chair of APNIC Address Policy SIG
(2000-), Chair of Y2KCC/JP, Internet Association of Japan
(1999-2000), Vice Chair of JPNIC Steering Committee(1999-), JANOG
meeting chairs(1996-), to name a few..
Regarding IPv6, he is serving as Board member of The IPv6 Forum
(2001-), Chair of IPv6 Deployment Committee of Internet
Association Japan, Chair of Steering Group of Global IPv6 Summit
in Japan (2000-), Editor-in-Chief of the IPv6 Journal, RIIS
(2001-) and so forth.
Recently, he proposed a new IPv6 address allocation and assignment
policy to the Regional Internet Registries which is to replace the
current provisional policy and is now on their decision process.
One of his current interests is in how to develop the IPv6
Internet much practically ; and he has formed IPv6 Operation Study
Group in Japan and has studied varieties of operational issues
such as IPv6 routing, IPv6 enterprise network etc.
Kosuke Ito

Kosuke Ito
received Master of Science from the school of Engineering,
Stanford University, in Aeronautics and Astronautics, 1993. He
joined Canon Inc. '93 and being involved in the strategic planning
of world-wide R&D and the new business development. At current,
Kosuke is being involved in the base strategic planning and the
Global IPv6 address policy development at IPv6 Promotion Council
of Japan as a researcher of Keio University SFC Research
Institute. Also, he has been a member of IP Committee of JPNIC
since 2000, a member of IPv6 Deployment Committee of Internet
Association of Japan since 2001, and was a member of both
Execution Committee and Program Committee of the Global IPv6
Summit in Japan 2001.
